Admins and Super Admin will be able to create Categories and Sub Categories (and change the order) for files and media. Users will be able to upload files, videos, audio, and add YouTube and Vimeo embed links to these different categories. Other users would be able to then download the files or play/view the media. Admin/Super Admin would be able to delete any files. Users would only be able to delete files they upload. A Description should be able to be added by the User that submitted the file (Admin/Super Admin can edit this description). Other Users should be able to comment on the File/Media and Upvote it.
